Norway reports that 73000 minorities are overqualified for their jobs. many finding work after years of unemployment with lower paid jobs and part time or contractual work offers. -nepotism and 'ethnic control' are some of the elements the governments are striving to control, as many decisions are made in regions and in the public sector with a very high percentage of public owned enterprises with subsidiaries. although states and capital regions e.g oslo, copenhagen, stockholm, helsinki, have a strict policy around 'open & inclusive' initiatives, for many post graduates people become jobless for 4 years. reforms of removing and imposing new acts of rules, should have taken place after 54 years of foreign immigration.
